
Senior advisor
Malcolm recently retired from the NHS in England, having been one of the UK’s most senior pharmacists, most recently as the national Medicines Lead, Specialised Commissioning, NHS England & Improvement. During his 15 years working in specialised commissioning he undertook local, regional and then national roles including leading on major policy initiatives and implementation programmes.
Malcolm was an external advisor to NICE and member of the National Pharmacy Supply Group. He is highly respected by the pharmaceutical industry at an executive level as a leader in policy decision-making. On behalf of industry, Policy Matters regularly engaged with Malcolm in his capacity as the pharmacy lead in the specialised commissioning directorate and on his change of role, we were delighted to welcome him to our team.
Prior to Malcolm’s time with NHS England, he had over 20 years experience in hospital clinical pharmacy, including as clinical services manager in a 1000 bedded teaching trust. At a regional level he managed a budget of over £100m for high-cost drugs and devices within the East Midlands on behalf of nine Primary Care Trusts.
Malcom has strong expertise in working with multi-professional teams and supporting a broad range of staff groups to achieve successful results in the redesign of services and management/clinical practices.
Malcolm has post-graduate qualifications in clinical pharmacy and teaching and certificates in NHS management. He has published numerous articles and papers.
As a Senior Advisor he will provide Policy Matters’ clients with a ‘from the coal face’ perspective on the needs and realities of working with the NHS in England, especially in relation to high cost medicines.
